I was wondering beacause i have a level 81 character that i want to turn into a vampire lord, but will i have to start a new character to get the perks? Beacause i spent all mine already.

It's been confirmed that you gain perks by killing and mauling (werewolf) and killing and biting necks (vampire lord).
The perk trees can only be accessed while in the respective form I believe. You can't use the normal perks for them.

Don't you gain the new vampire perks by feeding? Don't quote me on that though.

The new perk tree's will gain a perk every time you kill someone... Example - Mauling someone in Werewolf form or Feeding on someone as a Vampire. With every kill you will gain a specific amount of XP or something and when you have say... 10 kills then you will gain 1 perk to spend within that skill tree.

you feed off your enemies . werewolves feed off the corpses , vampires feed off the living .
thats how you progress now in those perks

They are not tied to levels at all. You gain theses perks by feeding and using your powers. it's still 'learn by doing', more times you feed or drain, more perks you get. Won't be ubnalanced, a vamp may have more perks overall than a normal character of the same level, but you can only use them in the altered form, and in that from you lose the use of your normal spells and abilities.
