Where available, a house must be bought from the Jarl's steward. In Whiterun this becomes available during the main quest, in the other locations this becomes available after talking to the Jarl and doing a quest for them. (If you do the Civil War and replace a ruler that's also sufficient.) Honeyside, the house available in Riften, is 8,000 gold, and that's without any of the upgrades.

The steward is generally standing next to their respective Jarl. In Whiterun it's Avenicci, in Riften it's the elf that usually sits next to the Jarl.

Later on, there are many ways to make money in the game without relying on glitches. But in the early stages, the only real way is to loot everything you can and save up. Once you get the house you typically have 1 container to use to hold your stuff which is a Godsend. then when you can afford the extras, you have a nice home base. Grab every alchemical ingredient you can get (free from the environment) and practice alchemy. You should be able to make some money even early and when you get better you can run all the merchants out of money with potions. Good luck.

If you sell hides craft them into leather bracers or helmets first to increase value.
Also if you continue the thief guild questline a bit you can steal hundreds of mead botles to 25 gold each.
