when i finaly figured out which one was the steward only options i had were to talk about the war ask about whats he does and who the jarl was and then 1 last option "I'm looking for work do you have any leads"

i click that and get a quest to slay a dragon at autumnsreach tower

on my way to the tower basically near the top of the mountain i figth an ice dragon and raise my destruction level hitting a draugr i didnt even see because the dragon flew out fo the way (lots of undead in that area)

any way few hours after that i finnaly find autmnsreachand slay the second dragon their and learn a new word and instantly unlock it withone of 24 dragon souls ive accumulated ...

returned to riften got what ever the reward was gold im guessing still no option to buy a house ... and no options for more bounties ...

I really want to have a house in riften cuz only person i sell anything to is the shop in the ragged flagon and wouldnt be that long a trek in over encumbered mode if i felt like stashing stuff instead of selling it till i had more

You'll have to do quests for the Jarl and citizens before you can be Thane, which will allow you to get the house.
Have you done the skooma quest yet? I think that's a pre-requisite.
The thane/house is slightly bugged... When you buy the house, talk to the Jarl *before* you step into the house for the first time, or else you'll never become Thane.

This has bugged for me on two seperate playthroughs. The first time I was doing everything but the MQ and I did the skooma trade quest to completion, but the option to become thane or buy the house never came up even after completing a bunch of random tasks for Riften citizens. The second time through, I figured it was something bugged where you had to be thane of Whiterun before you could buy any other house so I completed Dragon Rising and still, no option to buy Honeyside. I've bought the house on other saves so I'm not sure where the issue is, but on 2 seperate gamesaves I can't own that house.

Go talk to the Argonian woman who works at the fish market and you'll be on your way to being able to buy the house.

The fish market is just outside the walls in Riften. Use the door near the Blacksmith.
