How do you get a house in Solitude? : V

So I finished the Potema quest and expected them to make me Thane and then sell me the house and that's that. But they (Falkbeard and the Jarl) didn't give me the option and now they both have no dialogue options, what do I do?

The Jarl should have one last little personal job for you to do.

You also have to help at least 5 of the locals with personal quests.

That's just to become Thane. You can buy the house once you finish up that small job the Jarl has for you.
