How do you join Caesar's Legion? : Fallout: New Vegas

So I've made this evil character, he's level 9 already, and I've still had next to no contact with members of Caesar's Legion (aside from the brief dialogue at Nipton). I obviously want to join the Legion but no quests I've obtained or locations I've discovered have led me to them.

I think you can start misisions for them if you are evil, in that 3rd town you come to, sorry forget the name, where they crucify eveyrone. But I know for a fact, that after you kill Benny, that they send a messenger to you, and invite you to come talk to Ceasar, thats probably where you can join them or at least do missions for them. I dont think the game actually allows you to JOIN a given faction, just become close allies.
