How do you trigger arcade gannon's personal quest?

I got half way through For The Republic, Part Two before it triggered.
Theres also a few pre-reqs.

I've been trying to trigger it as well. I got him to open up a little bit by going to Silver Rush, the Crashed Vertibird and REPCONN HQ, but he won't give me the damn quest.

What happens if I went to all those places already can I take him back to those places? I've already gone the repconn quest so will I be bugged out?

No. You don't need to do any quests there; just walk through the doors to the Silver Rush/REPCONN and walk close enough to the Vertibird to trigger his conversations.
