Huge issue with NCR

I'd like to make it clear that I've played this game from start to finish umpteen times, so what I'm about to describe really has thrown me as to what has happened.

Ok, i'm level 25 and doing an NCR play through and I'm at the point where I've been sent to seek out the BoS.

I've been killing legion as and when i encounter them, i've killed Mr House, not progressed with the YES bot, I've sided with the NCR on almost every thing where i'm confronted with the option to do so. I was idolised. The only thing I did do was route the power to the entire region rather than to their main base of operations and to the Strip. Basically, i went with the followers option, which i do on most play through, not just this one.

Anyway, upon entering the strip an NCR MP officer comes running up to me and states something along the lines of "I haven't been paying my dues" (not his exact words, but the general jist of what he said. After saying this every NCR soldier went hostile and now i can't progress the story as i intended to do it. i also never retaliated when they turned hostile, i ran, so i know for a fact i haven't killed an NCR troop even after this happening, nor have i been pickpocketing any one.

Is this a glitch or have i missed something pretty major here?

i have previous saves, but there's no point going back to an old one if i've done something previous and have no idea what has caused this.

Did you enter The Strip while having less than 2000 caps on you? With a fake passport from Mick and Ralph's or by NCR monorail?

When i was confronted i had around 85k on me. Because it was so long ago (hours wise) i can't remember how much i had on my person the first time i entered the strip. The very first time i entered the strip on this play through was by taking the monorail. I haven't got a fake passport, nor have i attacked any of the guards at the Strip's gate. They let me past with no issues whatsoever as i first entered the strip via the monorail like i said above.

I've been on the Strip at least 20 times before this happened, with no issues whatsoever.

I've had this happen a few times. Always by Vault 21 or when zoning out of the NCR embassy, same MP each time. Not sure what triggers it. Wiki says you have to have "Don't tread on the bear" quest active for it to happen, but I've had it happen without that being the case. May just be a quest flag bug.

It's annoying for sure. Had the guy chase me into the Embassy once. Had to go back to a 3 hour save that time.

I've heard of this same thing happening to people before so its got to be some kind of a funky glitch that just hasn't been rooted out yet.

You didn't do anything wrong earlier, OP, this has happened to pretty much everyone at least once (myself included).

The MP in question is supposed to accost you if you have a bad reputation with the Strip, but for whatever reason his dialogue triggers are screwed up and your rep is not accounted for so he shows up anyway.

We're not sure exactly what's wrong, since he doesn't always show up, but when he does he's supposed to try to shake you down for what is essentially 'protection money' with an option for you to talk your way out of it. The glitch is that this bit of dialogue never occurs because he automatically goes hostile, and since he shares faction affiliation with the rest of the MPs they do as well.

Oddly, if you do manage to talk him out of it he sometimes still goes off on you, but in this case nobody else joins in and you can waste him if needed/desired with no ill effects.

I'll load a level 20 save and see how things go.
