Huh? What are these useless spells running on all ghouls?

I admit, I haven't paid attention to this so far either, just noticed yesterday, what are these useless crap spell running on all ghouls in the game? First, check out RadResistGhoul -> increased radiation resistance 85%. Hah? Don't you get it, Obsidian? NPCs don't suffer from radiation, sleep deprivation, dehydration, famine or whatever. Their radiation level is always at 0 and their radiation rads are always at zero either. They do not require rad protection. Also check EnchRadiationSuit and EnchRadiationAdvSuit, same nonsense, 100% rad resistance for non-player character, well, apart from the fact that rad resistance is capped at 85%, this really doesnt matter, as NPC immunity to radiation is hard-coded into the engine. GetRadiationLevel returns 0 for npcs. GetAV radiationrads returns 0 for npcs:

But let's assume, let's assume just for a moment that radiation actually works on npcs. And now let's take a look at the spell GhoulRadHeal running on ghouls. The condition which triggers the spell is RadiationLevel > 1.0. Even if radiation worked the way you think it works, Obsidian, exactly how is this supposed to ever trigger if RadResistGhoul spell would ALWAYS push npcs' radiation level below 1.0? The only and ONLY area in the entire game where 85% radiation resistance is insufficient is the Firestation area in Searchlight (base radiation 20). Funny enough, no ghouls there, haha! You are so funny, Obsidian. But again, this is just of academic interest, the actual value for GetRadiationLevel returned for all npcs is 0, in other words, GhoulRadHeal spell is completely useless, because it will never trigger. EVER.

So, let's fix this: First, remove the useless RadResistGhoul altogether, second, remove RestoreRads potion of GhoulRadHeal either, since it's useless for the same reason. The Restore Health potion of the GhoulRadHeal spell is not useless, as it's supposed to restore ghouls health, but you can't run the GetRadiationLevel condition on subject, you must run it on the player character, like this GetRadiationLevel > 1.0, run on REF: PlayerREF. Yeah, but what if the player is inside a radiation area, but the ghoul is outside of it? A valid objection, Obsidian, but don't tell me this, I didn't write this damn game engine, any complaints, go talk to Bethesda.

Also, Health Restoration, when fixed as described above, restores 10 points health. Constantly. Which is a double value of the Regen Implant. You know? I am just saying. The regen level is utterly insane. Not that I care, cause I always shoot to kill, but Logan and his buddies as well as the hacked turrets in Searchlight had huge difficulties killing ghouls after I fixed the spell. Is this intentional or another bug?

In all fairness the Radiation Resistance buff could be there for any possible future weapons, like some sort of toxic spray or whatnot.

I imagine they just copied over the spells Beth had for Ghouls- they could easily have dropped NPCs having radiation partway through development (like the whole radiant AI cutdown during Oblivion, it's another thing you can see accidentally killing NPCs because they path through water slightly too often). Still, the rad heal fix sounds like a good idea, even if balance means the buff it grants needs cutting down. Resist hitting 100 or more could be another thing changed halfway through development, as in Oblivion all the non-damage-resistance resists could go above 100%, and any above 100% healed the subject.
