For lack of a better name I call it “New Vegas Faction maker”.
Its simple really in concept at least: Create you own faction from the ground up.
You get to choose to a location (from set of predefined areas) in the game world, name the place (with a sign that appears with your settlement name) and then you undertake a number of missions to gradually build up the settlement, see it grow and have settlers (NPCs) reside there.
In parallel to this, what you are doing is building a new faction in the Fallout NV wasteland that you can nurture into a full blown separate faction.
At the initial location you need to set up essential facilities from the get go to make your faction sustainable.
Each of these would be quests, which at the end of each quest would result in the settlement growing i.e. New building/facility, with an additonal 1-2 settlers to go with it who would end up staying at the settlement and perform a specific function:
A possible approach could be as follows:
? Set up personal house at the start for yourself
? Set up water supply (build a well) - as basis for a farm to grow stuff
? Set up electricity generator (atomic/solar – your pick)
? Set up a storage place (food stock/other supplies - it would have work + repair benches)
? Set up trading route (get a caravan supply deliver into your camp regularly)
? Set up medical facility (get a doctor)
? Set up a school/study facility
? Set up barracks (get soldiers to protect the place)
? Finally set up command center / common meeting area / town hall with the purpose of see the whole faction community to assemble and pay homage to its founder at the end.
Part of the final ceremony would be to design your faction uniform (or ensignia) for your faction and see it worn on the NPCs who become its member.
That way, every once in a while you might get to see your faction NPCs wandering around in the world (how cool) – you can say I created that!
The catch is when you are doing all of this you get periodically attacked by the hostile factions to you and the wild beasts of the land (depending where you are in the game world).
This puts the settlement under your care to protect (unless you have the caps to hire help or call in favours whilst you are away – always give the player options).
The end state is to make the faction/settlement self sustainable and can defend itself from outside attack and can leave you free to pursue your normal wanderings in the game.
What makes it unique to each player is that what attacks/affects your settlement, is based on your reputation of your player to the factions (as it currently works) – That way it affects what factions are willing to assist you with setting up the settlement vs. those that will attack and hamper its development.
I know it would be complex to implement but it would be a great extension to broadening the game play further.
