I think there should be a quest to locate a radio tower that, after finding parts, fixing, going through hoops, whatever, would broadcast a high-pitched sound that would repel certain creatures/animals. if you get into a scraqe with a few Nightstalkers, quickly go to your radio, turn on the station, and they run away, allowing you to escape or hunt them down at your leisure! When you're safe, switch it back to your favorite station. It should be a pretty long and difficult quest to allow you access to that station, as it's a pretty useful feature.
