My idea on how to ballance power armor

DT's 'all-or-nothing' nature means you take 100% of what does get past.

I am pretty sure DT svck up part of the damage.

DT blocks an amount of damage equal to its rating, assuming the incoming damage is greater than or equal to the DT rating. Anything above the DT rating is applied in full unless one has a DR effect running as well. For example: a 40DT armor hit by an 80DAM attack would block 40 and let the other 40 though, and that second lot of 40 would be applied in full since it's the amount by which the DT rating was exceeded.

Since a number of melee attacks have insane DAM values, DT fails against certain opponents that actually shouldn't be a threat, such as the Giant Mantises in my previous post.

That's how I understand DT too.

Only Giant Zion Mantis have 'insane' damage of 110, a step down is 65; most Giant Mantis you would encounter only does 40. Doesn't seem that bad to me if PA got a good 8~10 DT buff.

It's the 110 that's the problem, since that means at least 70 or so gets through in most cases and unless you're fairly high-level you don't have the HP reserve to tank that for long. Fortunately said Mantises don't have much in the way of DT or HP themselves, but extrapolate that to Veteran Legionaries with Ballistic Fists and you see why I'm concerned.

I don't mind opponents being able to get through the armor, but I am a bit concerned that the continued use of top-end weaponry to increase the challenge factor for L40+ characters will make attempting to stack DT impractical because you're not stopping enough of the damage as compared to the opportunity cost of amassing that much DT.

Screw balance, make it Power Armor again, just make it rare and unlootable like in the originals.

All of a sudden, now, it's "screw balance"?

You've got the AMR. .50 cal AP will fire straight through a truck engine. Good balance there, I say.

AFAIK there is only one pair of Giant Zion Mantis, they are more or less 'Legendary' creatures, so they should be VERY dangerous. Veteran Legionaries with Ballistic Fists ain't more dangerous than Veteran Rangers with Brush Gun, I don't really see the concern.

I would agree there isn't enough Tier 4 (as Josh put it) weapons on NPC. Tier 4 does about 40 to 60 damage, the increase of such opponent would make PA more practical along with better DT.
