It's based around the 'great collapse' which is rather mysterious and unexplained.

Maybe something/someone is attacking winterhold or areas of skyrim that is linked to the great collapse. So at the end of the main quest, you have the option to sell your elder scroll to the college librarian, this dlc could be started when that's been done.
So you travel back in time using the elder scroll and experience what actually happened, who was to blame and how to defeat this new enemy in skyrim. I'm thinking this could be linked to one of the daedric lords, maybe a weapon was lost in the great collapse that can be found by traveling back in time..
Whether the elder scrolls can actually 'move' you through time so you can interact with the past world is up for debate, considering we are talking about an item that allows you to experience the past, it wouldn't be so crazy a suggestion that you could travel back.
But I don't think we need to travel back, just to experience the great collapse and uncover the location of a certain weapon/item that allows us to defeat a modern enemy.
