I swear that this imperial camp never used to be here? I would thought i'd notice three working catapults sat on a hill just outside windhelm after 213 hours gameplay?
Has this always been here or was it introduced with the DLC?
I have completed the civil war questline and dawnguard questline.

have not seen this yet(600 hours played), but i must say that i have not been on this mountain. looks like i know nothing about skyrim

It appears after you take over Windhelm for the Imperials, I believe.
