UI interface scripting

Is it possible to do it with creation kit? If so anyone can point me of direction how to start? I am attempt to make mod to change interface of favorite spells and binding

Should/may be possible with the SKSE

The interface is not handled through the CK unfortunately.
It's written in Flash.
