joining the pentius oculatus agents?

is this possible at all?
I've only played the stormcloak side so far so I don't know if joining the imperials will make a difference..

I'm not sure you can join them specifically. They are quest related within Skyrim, but you don't join them during my interaction with them.

My dealings have been through the Dark Brotherhood, but that may not be the route you want if you're looking to join them. I dealt with them through my dealings with the Emperor
