why cant i carry on? do i have to wait for the dlc?

The game has a definite ending and it's unlikely that this will be changed, it would make the ending cinematic (with it's discussion of changes you brought about) rather odd. To play any DLC you'll have to reload a save from before the finale. A warning message should have been given to you before accepting the last quest.
