Was level 27 when I found this
Go to ivarstead (small town beneath high hrothgar at the bottom of the steps)
Speak to the inn keeper and he will give you a quest about some haunted crypt called 'Shroad Hearth Barrow'
Complete the quest and as a reward you get the sapphire dragon claw
Go back down to the barrow and through the dragon claw door
Go through the dungeons and when you complete it there will be one of those big treasure chests with it inside and some other random stuff
There is also a word wall behind it that gives you 'Kyne, Kynes Peace' shout

Yeah, I think I got a Dragonscale Helm there with Waterbreathing on it.

You don't learn the whole shout. The word wall has the word Ov to teach.
But if you come here before you've learned the other two words of power for Kyne's Peace, you'll actually learn the next word in sequence (first or second -- not the third that is written on the wall)

27? thats pretty impresive, dragonplate usualyl does not drop till much much later

Wow I'm impressed. As stated above, I'll confirm that with my 2nd character 1st time I found dragon-made gloves in a chest by one of the walls in the wilderness was at lv 81. Must be some real bad luck on my side.

wow thats a huge level difference. would you believe 200 hours in my first playthrough i never once found a boots of muffling. 20 hours in my second playthrough i found 2!

Wow nice, it means that the game does a good job at item finding I guess. I was around lv 40 (pretty sure it was 41 to be precise) when I found those with the last character. And I think that's the only one that found em.
