No, Ice Trolls are some of the more dangerous foes in Skyrim, even at higher levels, and the Sabre Tooth Tigers can be pretty hairy too. At lvl. 11 you're gonna have a real problem against both of those. The cat you should be able to take out, but you might have a better chance going around the troll.
With the sword and shield combo my best advice is to bash then hit, rinse and repeat until enemy is dead. The bash staggers them for a short while, but long enough for you to get a hit in and bash them again. That way you at least prevent them from attacking, providing you have the stamina.
Frost trolls are easy to avoid, snowy sabre cats on the other hand are much faster than the player, they are more of a threat than the frost troll.
Trolls have predictable swing patterns, along with a huge fire weakness. Cats are unavoidable, hard hitting and very difficult to dodge. Especially the snowy sabre cat, the strongest of the cats.
OP - If you're not confident enough to tackle either, I'd suggest running, use the terrain (rocks, elevated land etc) to avoid both of them.
