...Or does the Security get better body armour with each level in the campaign cutscenes?

At the beginning they wear police outfits, then they wear tank vests and at the end, they're wearing The Bomb's outfit and all that gigantic stuff.

Easter egg?

Also, the Resistance has the same thing with the psychotic asian guy, who wears average clothing at first and ends as The Anger.

Yes, that is what you see. As you level up, all the bots and other AI level up around you. Cool huh?

I'm talking about cutscenes in solo campaign.

I think it's to show progress in the campaign. At first it's just a bunch of standard cops sent in on a hostage rescue, armed to the teeth, or guys just taken off the street after a days hard work and handed weaponry.

By the final mission, the security are all wearing war gear and the resistance is equipped with hand made body armor. It's to show, in some way, a form of escalation in the war. It started off as a simple, isolated terrorism/counter-terrorism op, then grew into a more ARK-wide conflict.

Cutscene guys seem to level up similarly to how the players would by going through the story.

When replaying the early missions, they're back in their starting gear.

I think it's a nice touch.
