I was wondering, since we can mod. our weapons now, will there be npcs with modded weapons? Say a raider with a scoped hunting rifle.

I don't think it's been confirmed.
But I would very much like it.
Why should we get to have mod'ed weapons while enemies are stuck with plain vanilla?

I think it will be determined on weather the PC can remove mods, if mods cannot be removed once installed then I doubt anyone but Special named PCs will have modded weapons.
If mods can be removed/upgraded then I expect certain aristocracies like the NCR and CLegion to have mods.
Otherwise they will be vanilla wish-wash.
I don't think the mods over power weapons much anyway....

I don't think weapon mods should be on the standard weapons of run-of-the-mill Raiders. It should be saved for those factions with more advanced weapons like the NCR, BoS, and CL. :tops:

I think that is up to the mod. Most weapon mod packs in FO3 came with options to have npcs spawn with the custom weapons.

I think only a few raiders and people should have 1 mod on a weapon, while larger more technologicly advanced factions like the CL, NCR, BOS can have weapons that have up to 1-3 mods (depends how high they are ranked)

Well, I think tough unnamed NPCs and weaker named NPCs could have modified weapons while top tier named NPCs could have unique weapons.

Note: I'm not supporting for the weapons mods to be very common and for even generic raiders to have them at high levels because of ridiculous level scaling.

lol not mods like computer mods. Mods like attachments (Call of duty ring any bells). He means can some npc's get guns with attachemts on them. (Sights, silencers etc.)

If we could find mods and mod weapons, then I am sure many npcs will have them, maybe not your avergae wastelander or raider, but maybe merchants and higher teir enemies like NCR and BoS

id hope so, as well as custom ammo and craftable items. Hated how so few NPC's in F3 used schematic weapons (Only 2, one of the bear brothers and Lazlo IIRC)

Id love to run into raiders at a higher level with modded weapons, healing powder and custom ammo on them.

I don't think the devs would want to risk us having free- or almost free attachments off of the backwash of the wasteland that could be killed with a single bullet of the weathed 10 mm pistol.

If NPC's have modded weapons, that you can loot ~why bother modding them yourself when they can be found on dead enemies?

Modding will [possibly... hopefully?] be a reflection of PC ingenuity, unless its so commonplace as to be taken for granted in the world.
(like having insanely advanced military stims for healing, instead of first aid kits.)

I'd at least liked to see raiders with minor attachments to crap guns like extended mags and maybe a random sniper but that would be it.

NCR and BOS higher ups would have some decent mods I bet. CL not sure, maybe a few silenced weapons. But this would need some form of level scaling and I really don't like level scaling, a real double edged sword.

Mods aren't created from scratch by you, you find them in the wastes and buy them from merchants. If a merchant sells them, it would make sense that they would use one on their own gun?
for sure higher ranking BoS and other fancy NPCs should use them, and maybe a few named enemies and important people. And maybe if like one raider per group had a small chance of having a gun with a mod, since that raider would be the alpha and get all the sweet loot.

This may just be an easy way around a tricky problem. I'd like to find out if anyone else buys them, or if you find enemies with modded guns... Reason being, what I posted before (why buy what you can find free?). Would access to free modded weapons detract from the entire gun modding activity?
