Fallout 1 had one for a quest just outside of FotA's place.
And Fallout 2's one was probably just in there because it used the same engine and, well, why not put it in there even if it serves no use?
So basically, there was a point to the lighter in the first game.
And in the second one it was just there since it was basically already in the game.
At my desk I right now see:
A glass with pencils in.
An eraser
An empty cigarette package.
A full cigarette package.
A lighter, green.
A 360 controller.
A gum bag.
Two combs, one black, one orange.
A disc for some PC program.
Some transparent tape.
Three hair-bands, one pink, two red.
A stack of Wasteland issues.
An ipod without a headpiece plugged into it.
A tv remote.
A piece of paper, pink.
Some money, 3 1kronors and one 5krona.
A wallet.
Another eraser, more round shaped than the last one which was rectangular.
A... Measuring stick? (???)
Several toothpicks.
Another pencil, a real fancy one at that.
A piece of plastic paper from the cigarette package.
A mobile phone with a hair-band tied around it.
A bus-ticket.
Aaaand that's about it.
The point?
They couldn't possibly add all objects we see in real life to the game and have NPC's have animations for using them.
