Not sure if it would work but if you look at mq301 they call a bunch of things to keep a dragon in place by disabling flight and restraining the actor.
From MQ301,
Alias_Odahviing.GetActorRef().SetAllowFlying(false)
Alias_Odahviing.GetActorRef().SetRestrained(true)
But that would have to be a script not just a AIpackage then

How would you get this so it would be always active (that was why I'd think an aipackage would be the best solution). (I'm not so good in scripting so if you could post me the script it would save me lots of headaches
