No. I remember reading proof somewhere that he wasn't but I couldn't find it... All I found was the fact that his head was NOT red, which doesn't seem to be helpful in the slightest.

I've seen him near Solitude, south of dawnstar, east of windhelm, north of falkreath and sometimes I've seen him in the reach.

I saw him once but didn't think of following him at the time.

I doubt that's what was intended but it would be cool if it was retconned that way. His gravesite is pretty close to Whiterun. I think the proof was that if you look at his head on the creation kit that its not red, but its not like you could see it in-game anyways.

I've seen him about 2 times...and both those times I swear he follows me because I don't fast travel much and I ride a horse everywhere. I swear he wants a septum or two..

I see him regularly...mostly in the dead of night. I've never seen him go to Whiterun though, and I've never bothered to chase him too far.

It was confirmed somewhere that it wasn't him.

Also, he doesn't ride to whiterun, he rides to a graveyard

No, he talks to you. Like, if you follow him for a while and daylight comes, he says "So our game ends..." or something like that. Game being you chasing him around Skyrim(he'll say other things too). Ragnar the Red is just a bard's tale, it may not even be true. He just goes back to his grave at Haemar's Shame, if he makes it.

I feel sorry for you, here is a septum for your troubles.
I have seen him in total with my 3 characters at least six or seven times and literately I saw him within fan hour of two of starting my first build right on the way to Whiterun.

he doesn't always start in the same spot, which is why he doesn't always make it to the grave. i don't think he ALWAYS starts before Whiterun.
