Try the technical forums rather than the general discussion.

You might want to direct this question to the PC help forums here:
http://www.gamesas.com/forum/180-pc/
or the Steam TES forums here:

I've been trying to talk to them for three months in Autumn last year with same results. But you'll be redirected to their support all the time on these forums, believe me.

A couple of stupid questions that need to be asked:

Are you sure you are typing it correctly?

Did you buy it used or was the packaging resealed or missing?

How many digits are in the key ? -- IIRC there was a shipment of disks that were missing one digit of the code and those had to be returned to the place of purchase to obtain a new copy (there also were some missing the code completely) and the advice was the same for both -- return it to the place of purchase for replacement.

Aye, fraid that there's not much we could suggest when it comes to problems with registring the game. I would though recommend to start up support tickets with both Bethesda and Steam, just in case either company's support monkeys try to hot potatoe you towards the other company for a resolution. Ideally if its a legit key and it isn't working because its already registered they'll be able to figure out who is currently using that key and do what they have to do to sort you out.

You didn't buy this from some third party on Amazon did you? Buying software like that is ripe for trouble and prone to short-term thinking sellers that try to pull stunts like that. (use the key and then sell the software to someone else)

And for a good reason. It's because there's absolutely nothing we can do to help.
