If you have a positive rep with the Brotherhood they give you free ammo. And their vendor usually has some for sale.

Quartermaster Bardon in the Hoover Dam offices has a TON of all different kinds of ammo (I mean literally, bring a dump truck full of caps).

Go to places where there are robots. I tend to, for some reason, find more energy based ammo, in places like that.
Ie repconn, helios, and that.. balls, I've forgotten the name,Ht&t? Also crashed virtibird, and

REPPCON or whatever. Was one of my first stops, since it's Energy Weapons -- and Ammo all over the dead bodies. Then I went all ghoul-hater, wiped out the living ones, took their ammo.
Good times, good times.

You can also check out most Wandering Caravans. I'v run into a few whom have anywhere from 150-300 Energy Cells and a few MF Cells.

There is also a few places (Don't want to spoil it) around the Strip that are full of robots // energy guns and ammo.

The brotherhood has alot, fiends carry some, the guy in the damn sells quite alot of ammo. There's alot of MF cells in repconn launch site and pretty much anywhere you find robots.

The Khans' Armorer sells a lot of EW ammo, I have gotten upwards of 2K ECPs from her before. You will need 'Liked' status with them before she will sell to you, although that's not hard to pull off.

Similarly, Quartermaster Brandon will not sell to you unless you either are 'Liked' or better with the NCR and pass a 50 Speech check or are at the point in For the Republic, Pt. II where Colonel Moore authorizes it.
