Usually happens when it's a respawning dragon, and you've killed it before.

Specifically this happens with dragons that respawn in a fixed location, like a Dragon Roost. Seems to be a balancing feature.

Happened to me more than a few times now. I've got 37 of them saved up and no more words to unlock so I'm not that bothered. It's just a glitch there'll be plenty more dragons around to kill.

The rare "dragon souls not being absorbed" issue is still happening for me after 1.3.

It seems to happen specifically when a dragon spawns at one of the exterior word walls I have already cleared, for example Eldersblood Peak.

Wait, so this actually is a bug? I can't find the post where I saw it, but I saw another moderator say it was intended, that dragons who respawn at a fixed location only give out 1 soul so you can't farm them.

Perhaps you are correct.

I'm only going by the http://www.gamesas.com/topic/1308295-steam-updates/page__view__findpost__p__19697911 which included a note about addressing a rare issue where dragons don't give up their souls. Based on this, I thought it was a bug.

Fixed rare issue with dragons not properly giving souls after death

I got this too yesterday, with the dragon near the giant's camp in Eastmarch. I'd been killing the giant for a bounty quest, and the dragon decided to attack. I'd cleared that dragon ages ago, and was surprised to not get the soul... then just shrugged it off as 'oh, it's a respawn of a fixed dragon probably deliberate...'.

Now if you want a bizarre dragon soul glitch... I don't remember the name of the place but I think it's on the mountain near Morthal. Anyway, first time I killed that dragon, it fell down the mountain when it died and I couldn't find the corpse or get the soul. I still got the word from the wall. Next time around, the dragon's still there, I start blasting away at it... and part way into the battle, I start absorbing its soul as it's flying around and I end up fighting a dragon skeleton (that otherwise acts like any other regular non-skeletal dragon - flying, landing, breathing fire, etc.)! What's more it's a rather difficult-to-kill skeleton (but at least not unkillable).
