then depending on how you do it. they are free and no longer opressed or all hell breaks loose now that they dont have a leader

Well, yes in a way, the overall goal of things seems to be putting one of the major factions into power but it was stated that if a character feels that they do not wish to put any of them into power then you have the choice to do things yourself....whatever that may be.
