You can always heal using water and food as well. Stimpacks are pretty expensive early in the game.

Doctors are the one's who sell healing aids most reliably. The general stores (who sell the ammo/weapons and such), not so much.
Don't worry, by the middle of the game you'll be rolling in so many stimpacks and other aids you won't be able to use them all.

QFT.

You just have to adjust your way of thinking. In FO:NV your primary healing item is not the stimpack, it's food.

In fact food in many cases has more utility, because you can use it before you take damage and let it keep you topped up the whole fight. A dozen sunset Sarsasperilla with a decent survival skill heal for more than a stimpack, are easier to find than a stimpack and not only that they also, as I mentioned, can be used any time and used to keep you from GETTING too hurt.
Think of them as an insurance policy, especially when a few good food items can not only buff you but keep you topped up on health through a nasty fight, healing for more than a deathclaw can hit you for.

I think I ate about 10 pieces of food during the entire game. And as a sniper chr at least, probably used about 40 stimpacks total - I imagine if you're going for melee that rises quite a bit. Still, I found most food/Survival unnecessary (not to say it's not a fun option). I did, however, drink quite a bit of Sunset Sarsa, using it after a battle to regain my health instead of stimpacks, since there is so much free Sunset in the game (yes I know it's cause of the one quest) it borders on ridiculous. lol

Only 10 pieces wow. Try hardcoe mode then. You need food all the time. hardcoe makes food important and the different kinds can make a difference.

I said I drank a lot of Sunset Sars instead of stimpacks, which is kinda like food. Sadly there was never any diet Sars so I became a rather pudgy Sniper. ;)
The point is that except very early (like the first few clvls) in Very Hard, I rarely had to heal at all.

I did try hardcoe briefly. To me forcing my chr. to feel hungry/thirsty is a roleplaying thing...it doesn't make the game harder, it just makes it more tedious. What I enjoy is really tough, epic combat, and there isn't too much of that in this game (for me at least) even when I try to stay low-level. But there's plenty of other things I really enjoy, so I don't mind. I keep on playing. For hours. A whole month now...I'm running out of clean clothes. hehe

Survival can help a lot with healing and with strength buffs from Bighorner Steak, Mole Rat Stew and Brahmin Steaks as well. The higher your Survival the more hps food and drink replenish for you (unless the water comes from a sink, pipe or natural source like a lake or river in which case Survival has no effect). At 15 Survival skill Gecko Steaks heal 1 hp every second for 15 seconds, at 30 skill 2 hp's and at 100 skill it heals 6 hps. The Strength buffing foods mentioned before go from +1 strength for 2 minutes at 15 skill to +3 at 100 skill. Food also has the advantage in Hard Core play where Stimpaks heal over time. You can only have one stimpak affecting you at any given time but, so long as you use different kinds of food, you can have several hp regeneration buffs going at once.

Starting out though the Gecko Steak mentioned in an earlier post is your best friend. Even with a base Survival skill of 15 you can make them if you boost your skill with a Lad's Life magazine (you can find one of those in the schoolhouse in Goodsprings laying on the floor by the desks).

The store inventories for food kinda blows. At the early levels it helps to have at least 25 Survival and go around killing geckos for their meat and campfireing them into gecko steaks for the food and healing. Save the stims for emergency battle healing and use cooked food for larger scale healing. Don't forget to use beds and faucets too when you are not in the heat of battle...

If you can get your survival up to 70, I highly recommend Rad Child.

it provides a constant regeneration of +8HP/sec or +6HP/sec depending on whether you can stay at critical or deadly rad poisoning level.

Sunset Sas heals 50 points, and you find it every where.

Even in HC mode survival is useless as Sunset Sas is just as good if not better than most healing food, and you find plenty of food to eat in the game for non-healing purposes.

Although I still wonder about the survival skill's worth as a stand alone skill, I disagree sunset sas trumps a high survival + the ridiculous fast heal benefits of some foods...ie.desert salad.

+16 for 15 seconds is pretty damn good for a salad.

I just down the sas for the lucky stars.
