Skyrim does have way fewer unique items than Oblivion. While Oblivion's artifacts tended to be some of the strongest weapons in the game, Skyrim's artifacts are kind of pathetic. Take a look at Dawnbreaker for example, which happens to be the only sword artifact in the game. It does 2 less damage than a Daedric Sword, which isn't that bad, but it can only be improved to flawless, making the upgraded damage output a bit lackluster. Also, its enchantment gives a measly 10 extra fire damage, and the unique explosion effect doesn't really do much.
Why is it that any character with moderate smithing and enchanting skills can craft a weapon that is leagues more powerful than some of the most legendary items in TES lore? It's really disappointing that most artifacts are really a bit pathetic in terms of usefulness.
