It kind of makes sense. Only weapons with sights will let you look down them. Laser pistols were modelled without such in Fallout 3. I'm surprised by it, though.

The laser pistols in Fallout NV clearly have iron sights, but right mouse does not bring them up. I call glitch.

Dunno where you are getting this. Josh Sawyer confirmed on Something Awful that the laser pistol doesn't have iron sights because of its weird shape.

Now that I have the Fallout NV GECK if you untick the "Don't Use 1st Person Animations" in Laser Pistols then you can iron sight it by right mouse clicking, BUT when you fire it goes back and forth between iron sights and off to the sides sights with every shot. I was promised iron sights! The mod for Fallout 3 was awesome in scope but never worked for me with the laser pistol or laser rifle and now these professionals couldn't get it to work either. FUUUUUUUUU.....
