1. With Overdraw, Armsman (1h) and Barbarian (2h) you want to improve them whenever they're available. So take it at 80.

2. I'm not sure what 40% bonus you're talking about. If it's the 40% bonus from Overdraw rank 2, it gets replaced. If it's 40% from an enchant or a potion, it multiplies.

3. The "13% more damage" assumes that you're using your best Soul Gem to make the item; ie, a Grand Soul Gem. It's going down to 4% because you're choosing a weaker Soul Gem.

4. Potions of archery ( "fortify marksman" ) are made from canis root, elves ear, juniper berry, and spider eggs. Be careful: if you use canis root and spider eggs, your archery potions will also damage your Stamina.

5. Potions of enchanting are made from blue butterfly wing, hagraven claw, snowberry, and spriggan sap. If you use blue butterfly wing and spriggan sap, your enchanting potions will negate your magicka regen for a while.

6. It is true that you can make such an item, but it requires advanced knowledge of alchemy and enchanting, along with an exploit. Without these, you can still make a set of four items that have reduced destruction 25%, and cast thunderbolts free.

Slight pedantic correction: the 13% is what you would get with a grand soul and 0 Enchanting skill. Selecting the enchantment will then default to your best soul on hand and apply the bonus from your skill. The value will go even lower if you choose a weaker available soul.

Potions of Fortify Restoration also increase +Skill enchantments. The basic loop is this:
1. Wear four pieces of Alchemy gear.
2. Make one Potion of Fortify Restoration.
3. Enter your inventory; before leaving it: drink the potion, un-equip your Alchemy gear, re-equip your Alchemy gear.
4. Quickly repeat 6-8 times.
5. Make a few Potions of Fortify Enchanting.
6. Use those to make new Alchemy gear.
7. Have fun breaking the game. :P

You don't re-drink the potion. You follow all of the steps each time. You make sure you have the gear on, make the potion, drink the potion, unequip, re-equip.

It's a potion of fortify restoration, because the bug is that the "active effects" for wearing +skill gear are considered Restoration Magic effects. Thus, when you drink that potion, those active effects are buffed.

(There are no potions of fortify alchemy - because those would allow alchemy to loop itself, which would be even more broken.)
