I suspect you're going to come up empty on this one. There are mods, such as the Quest Award Leveler mentioned above, which increase the power of quest awards (I'm pretty sure those are the only leveled uniques) as you advance, but I doubt that there's anything similar for non-unique items. Why not?
1) There are a lot more kinds of non-unique items to deal with, so it would be more work.
2) Upgrade paths aren't always obvious, since all versions of, say, Chillrend, are clearly intended to be the same sword at different power levels, but a petty ring of Reflect Spell and a grand ring of Reflect Spell are intended to be distinct items - you can have both at the same time, after all - which means that, in the general case, the progression that's obvious to me may not be the same as the progression that's obvious to you.
Granted, in the specific case of the ring of Reflect Spell, I expect we'd probably agree on the progression path. But what about a flaming sword? When you level up, should it become the sword with higher flame damage or the sword with the same flame damage plus weakness to fire?
3) The stated purpose of QAL is to avoid penalizing you for doing quests too soon by giving you weaker items than you would have gotten if you waited until level 25 before doing any quests. That logic doesn't apply to generic, non-unique loot drops.
