If i set an enconter zone to max lvl 20 and the player enters that zone at lvl 40 would the loot scale to level 20 with the mobs or would it scale to the players level of 40?
The first scenario is true. Anytime the game goes to leveled list to pick something, it would go no higher than 20 in that area. This means loot, mobs, and spells would cap at level 20.
Edit: It's important to note that the Level 20 is only related to what's defined in the leveled list for Level 20. That is, the list may say "For all players level 15-20 place a level 15 mob. For all players level 21-25 place a level 20 mob. " So if a level 21 player entered, only the level 15 mob would spawn. The level 20 mob is in another bracket that's now ignored because of the encounter zone limit.
When a player clears a dungeon how do i make it so it uses the encounter level range instead of respawning at the players level?
You would need to define an http://www.creationkit.com/Encounter_Zone that references the area you're concerned about.
What would be the easiest and quickest way to change the lvled items and actors? is it all done individually or is there a quicker way of doing it and how do i set certain % that an item will be in a chest such as 10% a rare sword would be there.
Heheh. There's no magic in creating the magic of Skyrim... only hard work. You have to do it just like the folks at Bethesda did. It's all individually done inside the CK.
You can't set a % on an individual item in a list. You would have to make a list with only that sword inside it. Then set the "Chance None" to 90 and place it in the chest or on the mob you want to. Of course you add this "individual sword list" to another list so it might appear somewhere else...
