Leveling & Mouse Bug

I know leveling up skills in Morrowind was pretty straight forward, you couldn't hit anything with a low level short sword skill, likewise, with a higher level hits were easier to come by. Now in Skyrim, does leveling only give access to perks to improve your abilities? For example, would a character with level 15 in one-handed be just as effective as a character with level 50 one-handed but no perks?

Secondly, I've been running into an extremely annoying bug with the mouse where my left and right mouse buttons will simply cease to work. I can still move the cursor just fine, but if I have a bow equipped I won't be able to attack. Occasionally it will go away, sometimes requiring a restart, but in the middle of combat it's annoying when I can do anything. It also appears to be more common after a kill-cam, but still happens at anytime. I've read of people's mice ceasing to work completely, but this is different. Is this a known bug, anyone else experience it?

Some Perks increase damage or defense, some Perks just give you more capabilities (which may or may not make you better at what your doing).

So, yes, Skills are still the main determiner of success. In fact, you can be completely successful at this game with no Perks selected.


As for bows, I have noticed that sometimes the arrow won't fly, I have to click a couple of times with the mouse. It is a bug, but is probably related to how many things are going on in the cell. It is related to the same reasons why 360 people can sometimes not use a Shout in a Battle when a bunch of stuff is going on.
