Levelled Items - Lv at beginning of quest or receipt of item : V

I was wondering whether the level of a levelled item is determined at the level at which you receive the item, or at the level at which you begin the quest leading to it?

In particular, I was wondering about the

Spoiler

NIghtingale blade, since its highest level (46+) is bugged and not able to be tempered. I'm level 45 right now and want to get the level 36-45 blade; can I level up at the beginning of Hard Answers and still get it, or will I need to postpone my level up until I've actually received the weapon?

I know it's quite a technical query but many thanks for any answers.

I think you have to be at the level you want the weapon to be

I think it's the level when you receive the item.
