Liberating Falkreath. : V

I have been wandering around for half an hour now trying to liberate Falkreath Hold but I am not entirely sure what I am supposed to do.
I suspect my quest arrow is glitchy as nothing is showing up. It's my only active quest.
I tried using Clairvoyance but it takes me to a certain point then says "There is no clear path."

Anyone know what I am supposed to do?

This quest is the first the liberation quests. After speaking to Ulfric he directs you to go to a camp near Fort Neugrad . Once you have spoken to the commander there he tells you that there are prisoners in an imperial fort that you need to save. He tells you to meet with Ralof who is scouting the fort.
