I don't see why not. I wouldn't really want it in the Capital Wasteland, except for a few buildings for the simple fact that there's no power plants functioning to generate electricity. But in New Vegas one of the pivotal things they're fighting for is electricity. It'd be a nice, yet subtle reference to the things we take for granted.
For instance [although I wasn't too thrilled by the movie adaptation], in "The Road" there's a scene where the kid is thrilled that he's got a bag of Cheetos and is tasting soda for the first time (though that was a separate scene), and it shows how in a scenario like that something that normally we would take for granted or even abhor, we would cherish when we finally had it. So I could definitely see it like that.
That said, I think it should have some tactical aspects. For instance if you turn off the lights, enemies may become suspicious, thinking someone is around, but perhaps later on just assuming that the power went out. And also to brighten up your house. But that's another story.
