Lighting problem in Custom cell, kinda a flicker. : V

Hey guys i got a problem with my creation kit,
So what it is is i made a 2 floor house, with light's to brighten it up and such, etc, etc.
but when i go to add even more lights, it darken's the room (in game) until my character gets really close to the light source, its really annoying anybody have this problem other than me?

I think my issue is with having too many light's in one cell.
because i removed a few and it fixed the rest.
