It's a lot easier to test something when you have a very large userbase to test stuff for you than it is when you've got five programmers in a basemant somewhere. They probably didn't extensively test this patch, just tested things they thought they were changing as they went through it, then released it when they had everything right and hoped it didn't break anything important. Unfortunately, it did, but they're working on a fix now. Hopefully it'll be out soon (and hopefully they'll fix the other bug this patch introduced, the archive invalidation.bsa file being included in the .bsa list crashing the game on load, though I doubt it).
