I no longer like quest triggers.

Last night, while doing some cleanup around Solitude, I find a keep I've not cleaned out. Grabbing my arsenal, I head in and put Orkin to shame removing all the pests. At the end, I find someone bound to the wall. I try to engage dialogue, but nothing happens.

I know this is a quest because we've a living character bound to a wall. I check my log, and nothing has me heading to this keep. Frustrated, I hop onto Google and discover the trigger lies all the way in Whiterun.

Not to be rude, but I'm really getting tired of clearing out places only to discover a quest will send me right back in and clear it out again. The last example was the Pale Lady sword. Not only did I clear this area before, but I've put her in her place and yet... no sword? That is, until I meet some chick with a red tattoo running down her face telling me there's a quest for me to do again.

Anyone else get frustrated with this? I feel like I should stop exploring my world and spend time talking to everyone just to open up every conceivable quest.

What makes it worse is this particular quest would have been one I would have never started, considering how it starts. B&E isn't something I'm doing in this game (unrelated to quests, that is). I'm not Link, thank you very much.

Time for a change in strategy, because this is getting frustrating for me and I haven't even found the Elder Scroll yet. :(
