I don't blame you for wanting an editor, but this is system tampering and can get you banned.

Just downloading a game save? I don't think that's illegal though but probably not supported.

He can avoid the hassel by just getting the construction set himself.

It's called a PC with it's own copy of Skyrim. The only other software you need is to convert your Xbox saves to .ess format. That and a USB drive.
