Started a new game, and when I finished the kill on the dragon, there was no Lydia. . .

Used the command to move to her, to see where she was at, and she was staying in Breezehome, before I ever got to buy it ...

Is this a new bug? any fix?

When you kill the dragon, you become thane. When you are thane, your housecarl moves in the house. I don't recall any stipulation of ownership being required. Could be wrong.

Pretty sure it's a bug, she should be in dragonsreach until you buy the house.

From what I remember from my first and second playthroughs, you'd get Lydia before you bought the house, so even when she wasnt with you, she was at the whiterun hall with the Jarl. When you actualy got the 5k gold and decided to buy the house, then she'd move to it.

I remember having Lydia with me before buying the house for sure.

She will stay there until you buy Breezehome or if you get married she'll go to your wedding.

I have seen her coming out of Breezehome 3 times now, and I don't own it. This has all been post-1.5.

Maybe she goes there to sleep.

Wrong indeed. She will approach you when you exit the keep in Whiterun, not move into a house you do not yet own.
