There are certain spells that don't need a target. E.g. Muffle, Telekinesis. They are super easy to raise. Other ones you have to have something hostile to you around. There are lots of ways to stop an enemy from reaching you, e.g. terrain, a room with a narrow door, calm, etc.

You should've started in magic when you in the early levels, like levels 1-10.

I would use ranged destruction magic until they come closer, then let them feel your blade. Soul trapping will build up Conjuration. Whether you start again depends on what kind of magic you want to use. Destruction only levels up when you are attacking something. I think you can conjure up some targets to kill, but that could get boring after a while.

Is your RP to become a battlemage? If so, no problem, get a little destruction training from Faralda to speed things up a bit and use your sword when you need to. If you want to go pure mage, that might be a problem. To be honest, I'd restart. If you insist though, at least don't switch over until you can get a flame artronach.

Just start using your spells to level they will level quick enough. It is not fun to power level. Use your spells exclusively on lower level things and use your two handed gear on higher level creatures when you level up. If your a battlemage get illusion it will allow you to confuse your enemies and crowd control. If you have armor you do not really need alteration, but you might want to go with conjuration to summon either atronachs or the undead. The atronachs I find are far better but choose either for rolewplaying reasons. Then get restoration to heal yourself and invest in the recovery it boost magic regeneration, restoration is useful at higher levels as well. Then get destruction to supplement your illusion and conjuration spells. Then get enchanting and invest in magic reduction to make higher level spells viable. Get alchemy to be able to create magic and health potions, a good supply og magic potions is essential for any spell user, without them you die, unless your an adept battlemage that is.

Use fire/ice/lightning bolts first then switch to bound weapons and armor buffs. Works nicely with perked weapon skills.
