Major issue with framerate please help

I have a phenom 2 x4 965 3.4ghz and a gtx 460 overclocked to 850 core(around a 5850) with four gigabytes of ram however my computer has been having MAJOR issues trying to run fallout new vegas at a playable framerate at 1080p. Can anyone help me with this- the game doesn't even look that good yet it has been running horridly, Oblivion and fallout 3 are completely fine when I play them and I can play crysis at highish settings without dropping below 30 fps why is this happing in this game?
Coretemp while playing is 43c and gpu is at 46c
and I just updated my drivers still no improvment

i got this too.. my rig is over the requirements needed and it goes 20-10 fps when im near a npc/ goodsprings building and near that "easy pete"

Yea I think it might just only be using like 10% of my gpus power since I booted it up again and this time I got around 28c temp according to msi afterburner, hunting geckos while I could was fun though. Also what are your specs?
