Major issues with the game...no fix yet.

Here are my specs:
Radeon 6950 2GB
4GB Ram
1 TB HDD
Win 7
i5 760 OC @ 3.4 GHz

I've been having a lot of problem with the game since the beginning. I was having the random frame rate drop problem, where the frames would randomly drop to like 27 FPS from 50. After patch 1.4 I'm still having this problem but not as much as before; now the frames never seem to fall anything below 38 FPS. However, an even bigger problem started after 1.4 and even with today's patch 1.427, the problem hasn't gone away. The game constantly hitches/stutters/jitters. When I'm running or walking on a straight path through the terrain the frames start skipping and the game contantly hitches. Furthermore, moving the mouse around in first person view causes a lot of stuttering. The frame-rate remains more or less at 40-50 FPS so I don't think its a low FPS problem. I've tried everything I could think of: installing/reinstalling the game, installing/reinstalling drivers, lowering settings, changing settings in the ini/prefs file and etc. Nothing has worked and the game remains highly unplayable. The game becomes even more unplayable when I enter buildings and the stuttering skyrockets. In third person view, the game is slightly smoother but not that much. Lowering the settings adds a bit of smoothness to some parts of the game, however, the problems I've mentioned are still largely there.

Is anyone having similiar problems? Does anyone know of a fix? Can we expect this to be addressed in a future patch?

Not enough info provided. Please post a full dxdiag in a spoiler tag please. Click save all info and post everything that's in the file it creates.

Specifically, driver issues and if you're running a 32-bit OS.

You have problem from memory swapping caused by your mechanical HDD and page file. With HD textures this occur more frequently and gameplay is annoying. I recommend 4 solutions:

- Disable your pagefile and DisablePagingExecutive registry in windows. Defrag your hard drive too.

- Buy an SSD Hard Drive (best solution but expensive).

- Set itexmipmapskip=0 to itexmipmapskip=1 in skyrimpref.ini (lesser quality on textures) and install Skyboost r5 (you can test SSE 4.1 version by DariusD for your i5, it's posted in Skyboost thread comments). In skyrim launcher you can set distant object details to high instead ultra too.

- reinstall Bethesda DLC HD textures optimized version and less HD texture mods. STEP guide give me more stutter caused by landscape mods (Skyrim realistic overhaul) or full versions from other mods (Skyrim HD 2K)

P.D: sorry for my english xD

P.D2: EXPERIMENTAL SOLUTION for tomorrow to improve performance:

- Install Windows 8 Consumer Preview x64 (Win8 Dev Preview consumes around 200mb lesser than Win7 on Idle).

Good god. Don't do all that

Leave your paging file settings alone. Windows 7 manages the page file just fine.

You don't need to get a SSD.

Skyboost R5 will not work with the new 1.4.27. It is a great thing, but wait until it is up to date with today's final patch release.

Leave your mipmap settings alone. The 6950 can handle all the mipmaps without choking. It is a 2Gig card

A few things to try:

1) You may be having the wonky refresh rate synch.

Download Dxtory or Bandicam and try either one them as a framerate limiter. Try setting it to 58 or 59FPS (I use 58fps).

Leave your vsynch setting on for Skyrim and try the frame rate limiter.

2) Monitor your GPU memory usage. You can use either MSI Afterburner to run in the background. Or you can use GPU-Z or Sysinternals' Processixplorer to do that. Take a look and see if you actually are running up against the vram limit for your card.

I have a 6950 Dirt3 shader unlocked 2gig card and I run a *lot* of custom textures. The max I have ever hit has been 1.8 in the forest around Riften.

3) You might want to run a memory checking program to make sure there isn't any problem with your memory in the computer itself.

4) I didn't see it, but you may want to make a back up of your skyrimpref and skyrim ini and renderinfo.txt files, and then delete them. Then start Skryim back up and do a fresh setting run through.

5) Purge your mods and restart them. Warning: This will remove any special mod added items and quests

To do this, deselect any mods you have and load a game. You then need to go a "clean" cell, which is your home or the QASmoke test cell.

The home is the easiest. If you want to use the test cell, open the console and type COC QASMOKE.

This will take you to a isolated cell (your Breezehome or home again is much less a hassle. It just has to be a seperate cell with nothing in it but you and perhaps your follower).

If you do use the QAsmoke, and you have a follower, you will need to use the moveto command to bring them along. If you simply go to your Breezehome, then you won't since they will follow you.

Once in there, open the console and type PCB

Close the console and save. Exit the game

Now the next thing you need to is reset all the cells. This is done by the internal respawn timer. Normal is 240 game hours for cells and 720 game hours for cleared cells(30 days).

Start the game again and load your game. Then just wait the 10 days. If you want to be super sure, wait the full 30 days. You can use a quicker respawn mod (or do one yourself by creating one in the CK and alter the iHourstoRespawn* and the iRemoveExcessDead game settings).

Another way is to adjust the rate of time timescale in game using the console (open the timescale and set it to something wacked out, i.e. timescale 20000. Just remember to reset it back to default timescale of 20 when done)

Then save and exit.

Try restarting your mods a few at time, to test if any are causing problem. Remember, any special equipment, or followers, or quests, or such from any deactivated mods are now purged from your save.

Reload your game and re-enter the Skyrim world.

If you are in the QASmoke you'll need to get out  Use the COC (Center on Cell) command to go somewhere safe. COC Whiterundragonsreach works (remember to bring your buddy with the moveto. Again, easier to just use your Breezehome or similair)

===

The last is actually good practice when upgrading some mods. Say, going from Deadly Dragons 2.9x to the 3.x version. It is a pain to lose stuff, but nice and clean saves are nice also.

All I got. I do know the framelimiting I do with the Bandicam fixes the god awful stutter and stuck-in-molasses feel you get when looking around dungeons.

Well I used MSI Afterburner to check. No more than 1.4 GB of memory is used when the game is running. Usually it's utilizing 1.00-1.2 GB of memory on average, sometimes less. I have used various programs in th epast to check whether the RAM was leaking. This does not seem to be the case either. Further, the FPS hardly goes over 50-55 during the daylight in the game, so an FPS limiter w/ Bandicam wouldn't really do anything.

I am guessing you may have already did this, but you could try to un-install the drivers for the card and then use Driver Sweeper and Driver Cleaner to remove all traces of the older drivers.

Then install the 12.3 RC drivers from here:
http://forums.guru3d.com/showthread.php?t=358758

I am using them and they are solid for me and my 6950. Wouldn't recommend the newer beta. It is flakey when downclocking to the 2d speed when not gaming (I.E. Runs at full clock speed most of the time).

It may *not* be the graphics driver. It could be a sound problem or a hard drive problem.

Run a disk check on the hard drive and eliminate that.

Then try to run without any sound. Either by disabling the drivers completely and in the game. Or just by disabling them in game (In the skyrim.ini, look for or create a [Audio] category. Then use the bEnableAudio=0 to turn it off).

The only other things may be any overclocking or not quite standard settings you have enabled. In all the games I play, the Bethesda Gamebyro based ones (Oblivion, F3, etc) have been the most finicky when it comes to that.

One other thing to try is to remove any texture/mesh mods.
Basically, any texture/mesh mods that you have installed by simply copying them into the Data directory, then remove all of them (make a backup copy of the directory someplace so you don't lose what you have set up). See if something there is a not-quite standard format and causing a problem.
I'd just simply move th Mesh, Scripts, Sounds, Textures, Strings, Interface (basically the whole set of sub-directories under the Data directory) out. Then run Steam's file verification and redownload the standard set (should be just the Interface, Videos, and Strings looking at my backup of the intial install). Looks to be around 8megs.

All these things are stuff I've run when getting Oblivion and Fallout to behave. Skyrim for the most part has been pretty well behaved except for sound stuttering and cut offs that occur at random times. None of my advised checks have fixed that either

if you use dxtory dont use the FPS overlay, the thing that shows FPS in game, as it lags the hell out of my graphics cards.

lower shadows to med or high, it can be misleading if you up shadows to ultra in a low object or indoor scene to how much cpu time it needs when shadowing outdoor area's

i think the new patchs enable floatingpointrendertarget as default, could be wrong, but i dont think it used to in early versions. floatingpointrendertarget doesn't seem to add anything but causes my cpu to drive instructions to my graphics cards at 5 less fps under worse case conditions, SSAO on NV needs the setting though

You could try disabling xbox controller in the in game options menu aswell, unless you use one

1: run shadows on high instead of ultra
2: disable xbox contoller and vibration if not using it.
3: Install latest drivers (12.1 cats) 4xAA ingame and 16x aniso forced in CCC
4: try running game in windowed mode if it runs better then use the simple borderless window mod for fullscreen.
http://skyrim.nexusmods.com/downloads/file.php?id=4
5: if windowed doesnt work, you can limit the fps with MSI Afterburner 2.20 beta.
Just open the MSI on-screen display server Properties and click the wrench icon button in the top right.
Limit it to 58-59fps
http://event.msi.com/vga/afterburner/download.htm (second link is the beta)

Can we see a copy of you SkyrimPrefs.ini file (Documents\My Games\Skyrim)?

I know for a fact that certain settings in that file will cause stuttering (I'm also running a 6950 2GB with 1TB HD, except with 8GB Memory and an i7-2600 CPU @ 3.40GHz).

Wow.
See my specs?
So how is it possible that my game runs like a dream, slick smooth and fast?
You said you're having problems "from the beginning" yet you're receiving advice to disable all your mods.
There weren't many mods back in November. Is that your beginning?
Actually you haven't mentioned mods at all and your complaints are supposedly about the vanilla game...
Is this the case?

1) 4GB is the minimum for 64-bit. Memory is cheap.
2) set your ATI control panel to 'high performance' and individual settings (within the full CCC) to all high performance or application controlled.
3) verify your game files (or whatever it's called, from within Steam). This will re-detect your video, re-write your .ini and reset any and all game preferences, level of difficulty etc. (basically resets everything like new install - everything except the keyboard buttons you have selected).
4) select 'high' preset, no AA, 8x AF (as a starting point).
5) pass on the new Texture Pack, and any mods/tweaks, until you get your game functioning correctly.
6) disable 360 controller (and vibration).

With your hardware, the stock game with the stock .ini and modest settings should FLY.
Forgot to mention; I have multiple WD Caviar Black HDs and moved my page file off the boot partition (typically C:\) and onto its own harddisk.
My Windows is on one harddisk; my Steam is on another; and my pagefile is on a third HD. And all these HDs have huge caches - dunno if that's why everything runs like a dream, never crashes. Joy.

Interesting to hear you say reduced settings did not help.
Almost forgot: your CPU must get very hot with that OC. Have you good cooling? Have you then disabled the Intel TurboBoost thing?
Is your BIOS set correctly? Have you enabled the full gamut of c-states (Intel's SpeedStep powering-down levels)?
Is your basic Windows power plan set to 'high performance'?
I found SpeedStep needed to be disabled in BIOS to keep the CPU at full clocks - but wait! that disables the TurboBoost too.
So I was pleased to determine that Windows high performance power plan also keeps the CPU clock high, without disabling SpeedStep (and therefore TurboBoost) in BIOS.

Anyway, there's something up with your overall rig's config; or your game config; or both.
I noticed you are using Radeon drivers from way back (December 5) - there are brand-new WHQL drivers released just a coupla days ago, which you should be using.
WHQL! Stock game! Default .ini! Latest patch! No AA, 8x AF! Stock CPU!
If it runs like oiled silk on my crappy old rig, yours should do better.
Good luck, keep us posted.
Regards

@Gryphon

Yea I've been having problems since November, and yes it's all Vanilla Skyrim. I am running the HD texture pack that Bethesda released, if that counts. Disabling it doesn't really do anything and the game still runs crappy. However, I do disable them when I'm trying to find solutions to fix the game. I've already played around with the .ini file by looking at forums that suggested solutions. When it didn't work I deleted the files and verified the files again with Steam.

I have the WD Caviar Black HDD running on my PC too, although no secondary HDD. I'll DL the new drivers and check out if it improves anything. I'm not having problems with any other games, although I did have problems with BF3 but that was taken care of with a patch DICE released later. I don't have an aftermarket cooler, however the temprature of my CPU never rises anything above 65 degrees when I'm playing Skryim.

Bad advice, his rig is more than good enough
