Major Lag in Fallout New Vegas

I bought Fallout New Vegas a few weeks ago and it works fine on my brothers computer which is just as powerful as mine in specs.

When I try to play the game I get major lag and it is not playable, even though I can play Call of Duty Modern Warfare, Fallout 3 and World of Warcraft all fine on high settings

I have also been working on this myself researching on google.

The game by default puts my settings on high as if it presumes I should be able to play on those settings.

Neither a Sempron CPU nor a Radeon 4350 / 4550 is supposed to run this game at any kind of normal speed. Both are way below minimum, so bad performance is what you should expect with such inexpensive hardware.

Minimum System Requirements (VGAs corrected for Obsidian stupidity):

* Windows XP/Vista/Win7
* 1GB System RAM (XP)/ 2GB System RAM (Vista)
* 2.0 Ghz Dual Core processor
* Direct X 9.0c compliant video card with 256MB RAM
(NVIDIA 6800 "GS" or better/ ATI X1300XT or better)
{Added my note here, the X1600 Pro & up really, and
avoid both the Geforce 6800 SE, and the 6800 XT}
* 10 GBs of free hard drive space

Well the thing is my brother is using the exact same video card and gb ram setup and he is playing the game flawlessly.

The game put my graphics settings on high by default from the configurations it read sooooo I still thing it should be playable.

I also think the game doesnt look that much better than Fallout 3 I dont see what the big deal is, Ive read other forum posts explaining how it is using the same engine.

Ive been reading how people with very powerful setups have been having alot of lag problems similar to mine.

Never the less I hope someone here could give me some performance tips for my setup if possible.

But besides that my processor I know is very weak but I base my faith in playing the game in the previous sentences.
