Making a New Pc...Need some help...again

I'm a modder for Oblivion and I would like to be able to make a new PC: A Core i7 build with Windows 7
64Bit, an SSD setup, with Skyrim and all the rest. Also I ideally would like to take my current Oblivion modding
work and PC files port it over to this new PC, and be able to use it without having to lose my work. Is this possible?
My old PC has Windows XP, with regular Seagate Barracuda HDD.

Also, how would I go about getting this all to work if it is possible?

Anyone can help me out with this?

How much are you willing to spend? Are you building this yourself or do you want to buy pre-built from a system builder?

Definitely would want to build it myself. That's part of the fun! My budget is not set in stone, I just want a new PC
to last me for the next 5 years or so and work well. The one in your sig is probably something I'm leaning towards..
but the main problem is more about porting my Windows XP setup to Windows 7 so I can still mod and not lose
my work files.
