Making a Thief

Hi all, I am trying to make the non essential thieves guild members actively steal stuff on their own, all they seem to do is just sit about in the thieves guild and do nothing, and being part of this guild i thought i could try and make them take more of an active role, so the npc's i have targeted are:
Niruin, Thrynn, Cynric Endell, Rune and maybe some of the others.

I looked through some of the tutorials but didnt really find what i was looking for so just jumped in and trial and error'd till something was happening.
Ive worked out its to do with the "AI packages" under the "actor", I made a package from scratch; an "Aquire package template" (aquire certain amount of gold, items what ever) now the first time i tried it out i set a (search loc near self radius 1000) but the npc just started stealing gold from around the theives guild not quite what i was wanting. I want them to leave the guild hideout and steal from a town or whatever, so i have changed the "search loc" to various others such as "near reference" (cell) and the other "in cell" but this just causes the npc to get to the loc and wait in a sneak animation, i'm abit confused he doesnt seem to want to go and search for the aquire item.

I have changed most of the other settings in the actor "allow stealing" "allow pickpocket" and under "AI data" have changed his moriality to "any crime" and put confidence up but nothing seems to give the npc the urge to steal.

If anyone got any idea's how i can get this to work or tell me if i am going about it the right way? I'd be ever so grateful thanks.
