im just kinda wondering because i hear ncr are the good guys legion is bad and house is just straight up neutral would you say this is about right?

NCR is definitly good, atleast they attempt to be.

Legion is a big kitty killer(bad)

and house is more of a bussiness man who'll offer you a good deal.

NCR are incompetent, corrupt, bloated, but have good intentions. Caesar's Legion takes slaves, crucifies people, is sixist, but it civilizes immature tribes and it's efficient. Mr. House doesn't care what happens as long as the caps keep flowing.
