Marriage Bug: Cannot Marry Anyone! : V

Hey.
So, I recently picked up Skyrim again after some time. I managed to make a good looking Bosmer, and I'm enjoying Skyrim to the fullest. However, I was VERY disappointed to find that you cannot marry any Wood Elves in the game.
With this in mind I went after the cheats, addtofaction 19809 1 and setrelationshiprank player 4.This didn't work on the Bosmer. Fine. I give up. I decided to try it on another NPC. Did it work? No. (Yes, I am wearing the Amulet of Mara.)
I tried it on NPCs I KNOW should be able to marry me after completing their quests, but not even then did it work. Not even beggars want to marry me. >.>

Seriously, what on earth is wrong here?

This may be a stupid question but have you tagged the NPC your trying to marry?

You need to talk to Maramal about marriage before it'll work with anyone. Also, am I the only one who has no problem marrying someone of a different race?
